Celebrating 50 Years with 50+ Fabulous Older People

This year, the Older Americans Act (OAA) celebrates its 50th year—a golden jubilee for seniors and communities across the country. For this occasion, ADvancing States and Altarum Institute’s Center for Elder Care and Advanced Illness (CECAI) honor outstanding older adults who both volunteer for and benefit from the law’s programs. 2015 State of the States in Aging and Disabilities

The results of the annual survey represent a snapshot of the current status of state government employees, the agencies that administer the programs, and the services that are provided. The 2015 survey revealed that states are continuing to address the same underlying challenges discussed in the previous reports.The report also includes summary tables that outline specific information about each individual state agency and LTSS program. Medicaid HCBS Settings Regulations and Adult Services

This report details results of a survey administered to Adult Service providers to learn more about the locations, funding sources, and supports that these programs provide to seniors and people with disabilities. The report demonstrates how Adult Services include a wide array of services, including a combination of social and medical supports. ADvancing States is concerned that new CMS regulations may reduce the number of available providers in the Medicaid program.

The State of Senior Hunger in America 2013: An Annual Report

This report provides an overview of the extent and distribution of food insecurity in 2013 among seniors, along with trends over the past decade using national and state-level data.The report finds senior hunger is on the rise, and in 2013, 15.5% of seniors (or 9.6 million) faced the threat of hunger. NCI-AD Consumer Survey Pilot Results

This final report shares results from the 2014 pilot of the National Core Indicators-Aging and Disabilities (NCI-AD) Consumer Survey in Georgia, Minnesota, and Ohio. The results are sorted by state and funding source within the state. Since the goal of the pilot was not to compare these states, but instead to test and refine the NCI-AD Consumer Survey, the three states are not identified in the report; they are simply referred to as State 1, State 2, and State 3.

Community-Based Organizations and MLTSS: An Issue Brief to Assess CBO Readiness

As almost half of the States have implemented MLTSS programs, community-based organizations, will be significantly impacted. At the 2013 HCBS conference, ADvancing States, with support from the SCAN Foundation, held a day-long intensive to discuss these impacts. This report outlines 5 discrete roles that CBOs are well-suited to play in MLTSS programs using as a reference point CMS’ 2013 guidance on MLTSS program design and implementation. MLTSS Care Coordination and Ombudsman Case Studies

Community-based organizations will be notably impacted by States' implementation of MLTSS programs. Case studies on ombudsman programs and care/service coordination–culled from the MLTSS intensive at the 2013 HCBS Conference–complement the issue brief on CBO readiness. The ombudsman case studies highlight activities in Wisconsin, Hawaii, & Minnesota, while the care/service coordination case studies discuss CBO experiences in Massachusetts & Ohio. Both studies feature successful CBO practices.

2014 State of the States in Aging and Disabilities

In 2014, ADvancing States surveyed state aging and disability agencies regarding the significant policy, fiscal, and operational issues occurring within each state. The survey collected detailed information about the structure of agencies, the supports provided, and the populations served by aging and disability agencies. Of particular interest is the summary of services provided in Medicaid waivers across the country. All of this information is presented in the charts accompanying this document.

Guardianship Laws and Durable Powers of Attorney: 2013 ADvancing States Survey results

In January of 2013, ADvancing States sent a survey to its members and a list of long-term care contacts in the states seeking information about guardianship laws and practices and about how states assure appropriate use of durable powers of attorney.
