Adult OASDI Beneficiaries and SSI Recipients Who Need Representative Payees: Projections for 2025 and 2035

For Social Security beneficiaries and Supplemental Security Income recipients who are not capable of managing their own benefit payments, the Social Security Administration (SSA) pays benefits to a representative payee. The authors estimate that the demand for representative payees will increase from 2.94 million beneficiaries in 2013 to 3.27 million by 2025 and to 3.56 million by 2035.

Monitoring the Impact of Health Reform on Americans Ages 50-64: Uninsured Rate Dropped 31 Percent Since December 2013

Research from the AARP Public Policy Institute/Urban Institute shows the uninsured rates for 50- to 64- year-olds dropped 31% between December 2013 and December 2014. In states that expanded their Medicaid programs, the drops were greater. The analysis uses preliminary data from the second open enrollment period of the Affordable Care Act.

Selected Public Workforce Development Programs in the United States: Lessons Learned from Older Workers

This report discusses how the public workforce system developed, how it operates today, significant programs and target groups, common employment services and job training strategies, and what is known about program effectiveness. In some instances, the report speculates on how the Workforce Innovation and Opportunity Act of 2014 (WIOA) might influence such programs. Particular attention is given to services benefiting dislocated workers.

Improving Education and Training for Older Workers

This report explores a range of issues relating to skills training and education for older workers, including the challenges older workers face when deciding whether to enroll in education and training programs, and, if so, how to choose a program and pay for it. In its key findings, the report states that while various factors influence older job seekers’ success in the labor market, many older unemployed workers lack the skills that are currently in demand.

State Long-Term Services and Supports Scorecard: What Distinguishes High- from Low-Ranking States? Case Studies

These are three case studies of LTSS services in Minnesota, Idaho, and Georgia done by the Public Policy Institute of AARP as follow-up studies to the Raising Expectations 2011 State Scorecard on LTSS. The State LTSS Scorecard examines states' performance across 25 indicators that comprise four key dimensions of a high-performing system.

Expanding Specialized Transportation: New Opportunities under the Affordable Care Act

The Affordable Care Act (ACA) provides new but limited opportunities to promote or fund specialized transportation services for older people and adults with disabilities. This paper explains how states can use these largely untapped options to expand services for targeted low-income populations with mobility needs. It also presents two case studies illustrating how the Atlanta region and the state of Connecticut are making this work.

This State Long-Term Services and Supports (LTSS) Scorecard is a multidimensional approach to measure state-level performance of LTSS systems that assist older people, adults with disabilities, and their family caregivers. This second edition of the State LTSS Scorecard measures LTSS system performance across five key dimensions: affordability and access; choice of setting and provider; quality of life and quality of care; support for family caregivers; and effective transitions.

Listening to Family Caregivers: The Need to Include Family Caregiver Assessment in Medicaid Home- and Community-Based Service Waiver Programs

The report presents findings from a 50-state survey examining how well the needs of family caregivers are assessed when states evaluate the needs of older people & adults with disabilities who qualify for HCBS programs under Medicaid. It is the first detailed analysis of family caregiver assessment tools and processes in use by the states in Medicaid waiver programs. The report also highlights “promising practices” in family caregiver assessment in 3 states, and offers policy recommendations.

Two-Thirds of States Integrating Medicare and Medicaid Services for Dual Eligibles

New research from AARP and ADvancing States finds that two-thirds of states either have or will launch new initiatives to better coordinate care for people who are dually eligible for Medicare and Medicaid services over the next two years. To contain the growth of costs and improve care, many are moving to risk-based managed long-term services and supports models. This research finds that a number of states are exploring approaches to dual services integration outside of the CMS models.
