The SAGE National Resource Center on LGBTQ+ Aging released this fact sheet to highlight the changes to Older Americans Act Regulations from ACL. The fact sheet also includes how to be a proponent for LGBTQ+ and HIV inclusion, what the changes of the OAA means for LGBTQ+ and HIV specific community organizations, and how to start advocating for a more inclusive Aging Network.

Final Rule to Update Regulations for Older Americans Act (OAA) Programs

On February 6, the Administration for Community Living (ACL) released a final rule to update regulations for implementing its Older Americans Act (OAA) programs. The first substantial update to most OAA program regulations since 1988, the rule aligns regulations to the current statute, addresses issues that have emerged since the last update and clarifies a number of requirements. It aims to better support the national aging network that delivers OAA services and improve program implementation, with the ultimate goal of ensuring that the nation's growing population of older adults can continue to receive the services and supports they need to live — and thrive — in their own homes and communities...

Input needed: Proposed Update to Older Americans Act Regulations

The Administration for Community Living (ACL) is inviting input on its proposed updates to the regulations governing the Older Americans Act (OAA) program. The proposed rule addresses various emerging issues and seeks to provide clarity on requirements for programs authorized under Titles III (grants to state and community programs on aging), VI (grants to Indian tribes and Native Hawaiian grantees for supportive, nutrition, and caregiver services), and VII (allotments for vulnerable elder rights protection activities) of the OAA. By enhancing support for the national aging services network, the aim of these proposed updates is to improve program implementation and better serve older adults.

NCI-AD 21-22 National Report

This report is the most comprehensive and representative assessment of self-reported outcomes among older adults and people with physical disabilities receiving publicly funded LTSS since 2018. These data were collected from 13,663 people between June 2021 and July 2022. The sample includes individuals from 15 regionally representative states and a variety of LTSS programs, including: Medicaid HCBS, Nursing Facilities, and Older Americans Act recipients.

Creating Regional Networks to Promote Health and Well-Being: A Case Study on Evidence Based Programs from New England.

Changes Made to SNAP Benefit Amounts

There are several changes that may affect SNAP household’s benefit amounts over the coming months. The temporary boost to SNAP benefits put in place during the COVID-19 pandemic, known as emergency allotments, will end nationwide after the February 2023 issuance. In addition, households that receive SNAP and Social Security benefits will see a decrease in their SNAP benefits because of the significant cost of living increase to Social Security benefits that took effect on Jan. 1, 2023.

ACL Releases Older Americans Act Program Highlights

ACL released its first comprehensive report on the accomplishments of Older Americans Act (OAA) Title III, VI, and VII programs. Enacted in 1965, the OAA created the foundation for a comprehensive system of services and supports that enables millions of older adults in this country to continue to live independently as they age. Today, programs funded by the OAA provide essential services to older adults, targeting those with the greatest economic or social need, particularly low-income and minority persons, older individuals with limited English proficiency, and older persons living in rural areas. The programs play a vital role in helping to maintain the health and well-being of millions of older adults and their caregivers.

The Acting Assistant Secretary for Aging and Administrator of ACL is seeking information on recommended changes, additions, or deletions to Code of Federal Regulation's section on Grants to State and Community Programs on Aging; Grants to Indian Tribes for Support and Nutrition Services; Grants for Supportive and Nutritional Services to Older Hawaiian Natives; and Allotments for Vulnerable Elder Rights Protection Activities, including Subpart A—State Long-Term Care Ombudsman Program. Information must be submitted electronically on June 6, 2022 by 11:59 p.m. ET. All are encouraged to submit electronic comments to: Administration on Aging, OAAregulations@acl.hhs.gov.
