Medicaid Section 1915(c) Waiver Data based on the CMS 372 Report, 2013 – 2014

This report from Truven Health Analytics describes section 1915(c) home and community based services waiver programs. Over 1.6 million people received section 1915(c) waiver services in 2014; this is a 5 percent increase from 1.5 million in 2013. Furthermore, the number of section 1915(c) waiver participants has increased by an average of 4 percent per year since 2009. Participants received services for an average of 10 months in 2014, as in previous years.

Money Follows the Person 2015 Annual Evaluation Report

Mathematica Policy Research recently released their Money Follows the Person 2015 Annual Evaluation Report. This report provides basic information about the program, as well as how the program has grown and changed since transitions began in 2007. The Annual Evaluation Report also discusses estimates of program outcomes and is the basis for a report to congress.

CMS Needs Better Data to Monitor the Provision of and Spending on Personal Care Services

On February 13th, the Government Accountability Office publicly released a report on Medicaid personal care services. In the study, GAO examined the data available regarding personal care services and its effectiveness for program monitoring. GAO makes four key recommendations for CMS to improve data regarding personal care services.

Financing Transition Services When Everyone is the "Payer of Last Resort"

The Employment Policy and Measurement Rehabilitation Research and Training Center, with funding from the National Institute on Disability and Rehabilitation Research, published a report on financing transition services. Multiple funding streams, or braiding of resources, are used to fund the services and supports available for transition-age youth seeking employment or higher education. This report examines who the payers of last resort are based on different regulatory and legal requirements.
