NASUAD Congratulates Mike Hall on his New Position as Division Director of Integrated Health Systems at CMS

On June 2, 2011, Barbara C. Edwards, the Director of the Disabled and Elderly Health Programs Group (DEHPG) within the Centers for Medicare and Medicaid Services (CMS) announced that John Michael “Mike” Hall has joined DEHPG as the Director of the Division of Integrated Health Systems. In this new capacity, Mr. Hall oversees DEHPG’s responsibilities, business lines, and internal functions relating to Managed Care, Mental Health Parity, Dual Eligibles Policy, Benefits Coordination, Third Party Liability, the PACE Program, Health Homes, and Medical Homes.
Martha Roherty, Executive Director of NASUAD, offers her congratulations, stating, “Throughout his professional life, Mike has dedicated himself to the service of our nation’s most vulnerable citizens, a journey which uniquely qualifies him to assume such a critical role with CMS’s Disabled and Elderly Health Programs Group. We proud that he is a former NASUAD member, and I know that he will excel in this new position, as he continues to work to ensure the dignity and independence of older adults, individuals with disabilities, and their caregivers.”
Before joining CMS, Mike served three years as the Cabinet Secretary of the Pennsylvania Department of Aging, a position to which he was appointed in 2008 by then-Governor Rendell. He also served the Commonwealth as Joint Deputy Secretary for the Office of Long-Term Living, where he was responsible for guiding long-term care program, policy, and fiscal operations for the Departments of Public Welfare and Aging.
Prior to his tenure in Pennsylvania, Mike was the Deputy Commissioner of the Maine Department of Health & Human Services, and the Director of MaineCare, the state’s Medicaid program. Additionally, from 1996 to 2004, Mike held a variety of senior appointed positions in Vermont, including Commissioner of the Department of Social Welfare; Principal Assistant to the Secretary of the Agency of Human Services; and Principal Assistant to the Commissioner of Department of Aging.
Before entering government service, Mike practiced law for 15 years in Vermont, where he represented indigent senior citizens. During this time, he also served as the Director of Vermont Legal Aid’s Elderly Law Unit, as the State Ombudsman, and as the co-chair of the Vermont Bar Association’s Elderlaw Section. He holds a B.A. in Economics and Political Science from Blackburn College, a M.A. from the Eagleton Institute of Politics at Rutgers University, and a J.D. from Washington University.
