2015 White House Conference on Aging Final Report

The White House released the final report from the White House Conference on Aging (WHCOA). President Barack Obama hosted the sixth WHCOA on July 13, 2015. Prior to the conference, events were hosted all over the United States to allow stakeholders to provide their input. The final report summarizes the work done both at the WHCOA and during the pre-conference activities and feedback elicited throughout the process.

Medicaid Expenditures for Long Term Services and Supports in FY 2013

The annual Medicaid Long Term Services and Supports expenditure report for FY 2013 is now available. The report includes Medicaid expenditures for all LTSS, including institutional and non-institutional settings, by service category and state. This year’s report shows that home and community-based services composed a majority of LTSS spending. Additionally, it explains the changes, summarizes the data, and describes national trends. There is also an infographic depicting the data from 2013.

The Right Supports at the Right Time: How Money Follows the Person Programs Are Supporting Diverse Populations in the Community

The Money Follows the Person (MFP) demonstration aims to give Medicaid beneficiaries living in long-term care facilities more choice about where they live and receive services and to strengthen state systems of LTSS to serve more people in community settings. This report examines how six MFP grantees (MO, LA, NE, NJ, OH, IL) are serving populations with diverse needs in the community and the factors that have contributed to their strong performance on key outcome measures.

Money Follows the Person 2013 Annual Evaluation Report

The fifth in a series of annual reports from the national evaluation of the MFP rebalancing demonstration, the report presents three sets of analyses that show the overall progress and effects of the MFP demonstration: progress made by grantees on their statutory transition and expenditure goals; the extent to which states are rebalancing their LTSS systems; and 3) changes in expenditures patterns and utilization of select services following an individual's transition from institutional to HCBS.

Non-Elderly Disabled Category 2 Housing Choice Voucher Program: An Implementation and Impact Analysis

The Non-Elderly Disabled Category 2 (NED2) Housing Choice Voucher Program aimed to increase access to affordable housing for non-elderly people (age 62 and under) with disabilities currently residing in institutions, such as a nursing home. This evaluation examined the program's implementation in a subset of communities that received NED2 vouchers and estimated the impact of the program on the change in the rate of community transitions among the eligible population.

An Investigation of Interstate Variation in Medicaid Long-Term Care Use and Expenditures Across 40 States in 2006

Shifting the balance in publicly-funded long-term care provision away from institutional care toward greater reliance on home and community-based services has been a federal goal for the past three decades -- a goal often referred to as "re-balancing" state LTC systems. This report explores inter-state variations in LTC expenditure and service use patterns, in terms of institutional and non-institutional services, and also by Medicaid LTC users' age and type of disability.
