Caregivers Without Coverage: The Facts About a Critical Gap in Long-Term Care

The first in a series of policy briefs from the Health Care for Health Care Workers campaign, this four-page paper provides basic facts about the health care crisis for direct-care workers. More than one in three workers has no health insurance, contributing to the instability of the workforce that undermines the quality of services for consumers. The brief also explains why direct-care workers lack access to health insurance and offers initial solutions for expanding coverage.

Addressing a National Turnover Problem from an HRD Perspective: A Field Research Study of Direct Care Workers

There is significant concern over high turnover rates among direct care workers providing in-home care. This paper describes “research in progress” of a 3-year field study examining relationships between interventions and measures of job satisfaction and turnover. Economic and non-economic interventions were introduced to a population of nearly 700. Preliminary findings suggest that job satisfaction increases not only from workers’ participation in, but simply their awareness of interventions.

Measuring Long-Term Care Work: A Guide to Selected Instruments to Examine Direct Care Worker Experiences and Outcomes

As turnover among direct care workers continues at very high rates, providers need to implement solutions that work and employee surveys can be an important tool in understanding staff satisfaction. This guide was developed to help organizations improve their use of measurement tools to understand direct care workforce problems and to inform their solutions. LTC providers and researchers can use the 12 instrument measures to assess monitor and improve the work environment.

Personal Assist Recruitment Video

This video was produced & directed by the Connecticut C-PASS grantee, UCONN Center on Disabilities, with assistance from consumers & PCAs participating in various HCBS waiver programs. Included are perspectives from individuals & family members representing various disabilities & ages, explaining why personal assistants are important parts of their daily lives, & why being a personal assistant can be a challenging and rewarding career. The recruitment tool will be available in various formats.

<i>Taking Care</i>, a report to the President by the Council on Bioethics, addresses the ethical challenges of caregiving in our rapidly aging society, with special attention to the care of people with dementia. The report aims to enrich public discussions about aging, dementia, and caregiving, to encourage policymakers to take up these complicated yet urgent issues, and to offer ethical guidance for caregivers—professional and familial.

The Future of Iowa’s Health and Long-Term Care Workforce: The Health and Long-Term Care Workforce Review and Recommendations

This report was prepared for the Iowa legislature and recommends that the state increase Medicare and Medicaid payments in order to increase pay. It also recommends raising public awareness of worker shortages and their impact, creating mentoring programs to prevent turnover/increase retention, and other strategies to strengthen the health and long-term care workforce.

HHA Partnering Collaborative Evaluation: Practice/Research Brief

The VNSNY HHA Partnering Collaborative was designed to better integrate professional and paraprofessional services and employ established principles of quality improvement to achieve two main goals: improving the quality of work life of home care paraprofessionals, and increasing nurses' and aides' support for patients' improvement in key ADLs. This brief describes the key components of the model, implementation challenges and successes, and the results and implications from the evaluation.
