Federal Funding
On April 12, the House Appropriations Committee released the details of a compromise spending package that would fund the government for the remainder of fiscal year (FY) 2011. The measure, the Department of Defense and Full-Year Continuing Appropriations Act, 2011, (HR 1473), which is available here, is estimated to produce about $40 billion in savings by reducing funds to discretionary programs and implementing a 0.2 percent across-the-board cut to all non-defense accounts. Congress is expected to clear the bill for the President’s signature before the current one-week “bridge” spending measure expires at midnight on April 15 (HR 1363).
NASUAD is pleased to present our preliminary report on the compromise continuing resolution (CR) for FY11, as it impacts long-term services and supports. Please note that due to the spending levels being set by a CR rather than through a more traditional appropriations bill, Congress did not release an explanatory statement or funding table to accompany the measure. Rather, under this scenario, federal agencies are given wide discretion over the funding levels for many individual programs, unless the spending levels were specifically cited in the CR. While this approach does not allow NASUAD to provide you with much specificity regarding particular federal programs at this time, this information will become available in the coming weeks, as federal departments are required to provide a spending plan for FY11 that contains more detail than the CR within 30 days of the measure’s enactment. NASUAD will analyze these more detail-oriented plan documents as they are released.
