Kathy Greenlee, Assistant Secretary for Aging, Administration on Aging, HHS
Due to an error by the AV company at the conference, the introductions of AoA Assistant Secretary Kathy Greenlee by Mrs. Irene Collins, President of the National Association of States United for Aging and Disabilities (NASUAD), and the first eight minutes of Secretary Greenlee’s presentation were not recorded. We apologize for this inconvenience.
Secretary Greenlee thanked everyone involved in planning the conferences and for the opportunity to speak. Sec. Greenlee gave a brief history of the foundation for older adults living independently, beginning with the creation of the Older Americans Act (OAA), Social Security Administration (SSA), and Medicare and Medicaid in 1965. In the years that followed, these critical programs were established:
*The structure for developmental disability councils
*Nutrition programs in 1972
*Area Agencies on Aging (AAAs) in 1973
*Long Term Care Ombudsman Program in 1978
*Nursing Home Reform and HCBS waivers
*Americans with Disability Act (ADA) in 1990
*Olmstead Supreme Court decision in 1999
*Reauthorization of the OAA and creation of the National *Caregiver Support in 2000
*Deficit Reduction Act (DRA), which included Money Follows the Person grant opportunities to transition people from nursing homes to home and community settings.
The Affordable Care Act (ACA) embodies 45 years of history. ACA is the completion of the dream for the Americans with Disabilities Act (ADA) – health care coverage for all, even for those with preexisting conditions. Within ACA, the Elder Justice Act establishes an unprecedented focus on the abuse, neglect and exploitation of vulnerable adults and the states’ adult protective services programs. ACA also has major implications for AoA’s continued enhancement of the Community Living Program, which provides consumers with tools and a structural framework to take control of their long-term services and supports.
At this point in the presentation, Secretary Greenlee asked the audience to review the list of workshops that are available for participants, found in the HCBS Conference program.
Weathering the Storm: The Impact of the Great Recession on Long-Term Services and Supports
A presentation of the preliminary findings of an all-state survey on the impact of economic conditions on long-term services and supports including both Medicaid and non-Medicaid programs.
